Read the two numbers separately
The official Evony Q&A says March Size without generals appears in Monarch Detail, while March Size with generals appears in the Rally Spot or dispatch screen. It does not describe March Size as the alliance rally ceiling.
By contrast, the Theria War Hall guide and the Yaoqiguo War Hall reference identify the War Hall as the building that raises Rally Capacity, meaning the allied troop capacity of rallies you start. These are specialist references, not a published official stacking formula. Read the displayed value in your own client before and after any change.
The wording matters elsewhere too. The official duty-general guide lists Rally Spot officers with March Size effects: Toyotomi Hideyoshi 5%, Zhang Liang 8% and Niwa Nagahide 10%. Those values improve March Size. They are not labelled Rally Capacity.
Measure the bottleneck before buying it
For seven comparable rallies against the same target class, record the displayed Rally Capacity, troops committed at launch and any eligible troops that could not enter because the rally was full. Keep failed joins caused by timing, march availability or alliance rules in a separate column. A late march is not capacity demand wearing a small hat.
- Capacity headroom = displayed Rally Capacity minus troops committed at launch.
- Capacity utilisation = troops committed divided by displayed Rally Capacity.
- Verified overflow = eligible troops excluded specifically because the displayed cap was reached.
These are editorial measurements, not official Evony formulas. They turn a large number into a decision.
A rally with 9M empty seats needs no larger room
Suppose the displayed cap is 45M and comparable launches average 36M. Utilisation is 36M ÷ 45M = 80%, leaving 9M headroom. A Rally Capacity upgrade adds no usable troops under that demand. It may change a profile number; it does not change the rally.
Now suppose 48M eligible troops repeatedly try to enter the same 45M cap and 3M is verified overflow. If a previewed setup changes the client display from 45M to 47.7M, it can admit up to 2.7M more of that demand. That is a usable gain, provided troop composition, buffs and timing stay suitable. Do not infer the 47.7M result from a percentage label alone; activate or preview the exact setup and read the displayed value.
The same test protects officer-equipment spending. The official Officer Set announcement from April 18, 2025 lists Rally Capacity +6% for the Consul and Hospital six-piece sets. It does not establish a current complete acquisition route, your final stacked value or a reason to assemble six pieces when the rally has headroom.
March Size can grow the setter without growing the rally
If the setter's displayed march rises from 6M to 6.5M while the rally has 9M headroom, the rally can gain up to 0.5M setter troops. If the rally is already full, the extra 0.5M can displace 0.5M of joiner troops instead of increasing total troops. Whether that swap helps depends on the setter's troop quality, buffs, debuffs and the target. March Size is valuable; it is not automatically additional Rally Capacity.
This is why the answer can be neither. A rally at 80% utilisation may need faster join calls, cleaner presets or more eligible players. A full rally that already has the right composition may need combat quality rather than another body. Total size is an input, not a victory report.
Use a seven-rally stop rule
Use the following as an editorial checkpoint, not a game rule:
- If at least five of seven comparable rallies launch with more than 5% headroom and no capacity-caused rejection, hold Rally Capacity spending.
- If at least four of seven reach at least 98% utilisation and verified eligible overflow meets or exceeds the displayed gain from the proposed setup, capacity has earned consideration.
- If the setter's extra march would fit inside existing headroom, compare the added setter troops with the real cost and with the joiners they might replace on a full rally.
A historical Season 8 All-Star rule gave 15% alliance rally capacity for occupying the Rally Hall. That is evidence that event-specific capacity modifiers exist, not proof of a permanent current-world bonus. Recheck battlefield rules rather than carrying a 2022 condition into every 2026 rally.
The useful upgrade is the one that removes a measured limit. Capacity without overflow is décor. March Size without headroom is a substitution. Neither deserves six pieces of equipment merely because the number has room to become more impressive.
